With over 53 years of experience, Dr. Manchester has served as the manager of the United States Federal Financial Agency since 2009. He has utilized his skills and knowledge to contribute articles to professional journals in the field. In 1964, he began his career as a volunteer of the Peace Corps in Colombia. Wanting to branch out and impart what he had learned and experienced, he obtained many teaching positions as a teaching associate at the University of Minnesota from 1966 to 1969 and assistant professor at University of Mary Washington and Catholic University of America from 1971 to 1974 and 1974 to 1978 respectively. Dr. Manchester is a member of the American Economic Association, the Society of Government Economists, the National Economists Club serving as its vice president in 1985 and 1987 as well as on the board of directors from 1989 to 1992, and the Yale Club of Washington DC serving on the board of directors and as vice president from 2004 to 2007. He earned a Bachelor of Arts from Yale University in 1964 and a Ph.D. from the University of Minnesota in 1973 and has been featured Who’s Who in Finance and Industry, Who’s Who in America, Who’s Who in the East, and Who’s Who in the World.
