J ames Carroll Hogan is a retired public health administrator who served as the division director of biomonitoring biochemical and chemical terrorism at the Connecticut Department of Health Services from 2003 until his retirement in 2009. Dr. Hogan began his career honing his skills as a postdoctoral fellow for the department of biology in 1972 before becoming a research associate in 1973 at Yale University. He later entered the education field as an assistant professor of anatomy at Howard University School of Medicine in 1976 and continued imparting his knowledge as an associate professor at the University of Connecticut from 1978 to 1983. Aside from his career in the health field, he serves as the founder and president of North Haven Association Black Citizens, a position he has held since 1988 as well as member of the Community Services Commission and Board of Education since 1994. as a member of many organizations, including the National Association for the Advancement of Colored People, the American Public Health Association, the Connecticut Public Health Association, the Connecticut Academy of Science and Engineering, the American Chemical Society and the American Society of Cell Biology. Throughout his career Dr. Hogan has reached many achievements, including the first confirmation of Antigenic variation in Trypanosomes using the electron microscope as well as the first confirmation of cytoplasmic markers in sex cells of killifishes using the electron microscope. He has contributed articles to the Journal of Ultrastructure Research, the Journal of Protozoology, the Journal of Embryology and Experimental Morphology, the Journal of Cell Biology, the National Social Science Technology Journal and the Journal of Pediatrics. Dr. Hogan’s extensive career is backed by a Bachelor of Science from Albany State College in 1961, a Master of Science from Atlanta University in 1968 and a Ph.D. from Brown University in 1972.
